I have also to instruct you to follow the
Established regulation by Granting such leaves at
once, subject to the confirmation of the Secretary of
State, unless you have some very special reason
for departing from this course,
which does not seem to be the case here. With
reference to Mr. Mencer's observation on the reduction
by a Secretary of State in a former instance of the
leave time granted by a Governor, I wish to observe
that the power to make such change is ordinarily retained by the Secretary of
State in order that it may be used should public
expediency strongly require it, but that it will not
be lightly exercised, the recommendation of the Governor
being almost invariably followed in most instances.
